Uniform Campus Crime Report 2007

In accordance with Connecticut General Statute Section 10a-55 and Public Law 101-542, as amended, each institution of higher education within the State is required to annually prepare a Uniform Campus Crime Report (UCCR), consistent with the FBI's Uniform Crime Reporting system (UCR). The report is to reflect the crime statistics on the property of the institution for the preceding calendar year.

Following is the statistical report for crime on Fairfield University campus for 2006. Dividing the number of incidents reported by the total number of FTE (Full Time Equivalent) students and employees for the same calendar period derives the Crime Rate. The total FTE students and employees for 2006 on Fairfield University campus was 7174 (students: 5091 staff 1101) approximately 2705 students and 12 employees live in campus housing. These figures include Fairfield College Preparatory School (students: 895, Staff: 87).

Hate Crimes are defines by the Department of Education in the Federal Register Part IX-34 CFR Part 668 as the crimes listed previously and other crimes involving bodily injury to any person in which the victim is intentionally selected because of the actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability of the victim that are reported to campus authorities or local police agencies.

The following defines the Geography of Crime categories:

On Campus - any building or property owned or controlled by an institution of higher education within the same reasonably contiguous geographic area of the institution and used by the institution in direct support of, or in a manner related to, the institution's educational purposes, including residence halls; and a) property within the same reasonably contiguous geographic area of the institution that is owned by the institution but is controlled by another person, b) is frequently used by students and c) supports institutional purposes (such as food or other retail vendor).

Student Residences - is a subset of 'on campus' crimes, which includes only those crimes that were reported to have occurred in dormitories or other residential facilities for students, on campus.

Non-campus buildings or property is defined as any building or property owned or controlled by a student organization officially recognized by the institution and any building or property (other than a branch campus) owned or controlled by an institution of higher education that;

  1. is used in direct support of, or in relation to, the institution's educational purposes,
  2. is frequently used by students, and
  3. is not within the same reasonably contiguous geographic area of the institution.

Public Property is defined as all public property, including thoroughfares, streets, sidewalks, and parking facilities, and is within the campus, or immediately adjacent to and accessible from the campus.

Crime statistics are accumulated from data entered into a CAD (Computer Aided Dispatch) System throughout the year. As a formal report or investigation is not needed for a crime to be included in the statistics, letters are also sent to various departments requesting they notify the Department of Public Safety of any crimes that occurred on campus and were not reported. Accompanying the letter is a Crime Statistic Report form and Confidential Sexual Assault Report form along with definitions for classification purposes. Statistics are also obtained from the Town of Fairfield Police Department, City of Bridgeport Police Department, and Project Managers of two non-campus facilities.

Compliance requirements include distribution of the annual Campus Security Report by October 1st of each year. A copy of the report is available for review on the Department of Public Safety page of the Fairfield University web site by accessing www.fairfield.edu/ps_clery.html. Letters describing the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics, and how to access the report, are distributed annually to all faculty, staff and students. A hard copy of the report is available to anyone upon request by contacting our office at (203) 254-4090, or stopping by the office located on the ground floor of Loyola Hall, room 2. Full and part-time employees are also made aware of the reports availability. The Dean of Students for the Fairfield College Preparatory High School is also included in this notification and is responsible for the dissemination of the reports availability to all students and faculty of the institution. Crime Report pamphlets are also provided to the Offices of Admission, Registrar, Graduate Education, University College, Dolan School of Business and Office of Human Resources for distribution as requested. A Public Crime log is available for viewing at the Department of Public Safety office during normal business hours, Monday through Friday, 08:30 a.m. until 04:30 p.m.

Note: As the FBI in its own crime report notes: "Caution should be exercised in making any inter-campus comparisons or ranking schools, as university/college crime statistics are affected by a variety of factors. These include: demographic characteristics of the surrounding community, ratio of male to female students, number of on-campus residents, accessibility of outside visitors, size of enrollment, etc."
